Unfortunately remote access to MySQL and PostgreSQL is unavailable for shared hosting accounts (you should consider ordering a VPS or a Dedicated Server in order to use this feature). However you can manage your databases via cPanel > Databases > phpMyAdmin (for MySQL) / phpPgAdmin (for PostgreSQL).
SSH tunneling makes a good alternative. Read a manual.
